Sheet metal n the tank:

TWO ends have area of pi r^2     2  x pi 4^2

PLUS the circumference x height =  pi x d x 30 = pi x 8 x 30      Add reds together to get surface area of sheet metal.

 

Volume of cylinder = pi r^2 h   = pi  4^2 x 30 = ......

Two ends are not needed. The water isn't going to get out from the top.

Water can get out from the top......evaporation!  The ends closed also prevent contamination of the tank contents.    Tanks are often closed on both ends.....like a tanker truck...or the LP gas tank at your house (perhaps)....
