Line 1   ⇒  y  = 8

 

Line 2  contains points   (0, -2)  and ( 4, 1)

 

Slope is    [  1 - -2] / [ 4 - 0 ]  =   3/4

 

Using ( 0, -2)   the equation of line 2  is

 

y =  (3/4)x - 2

 

One possible  equation of a line parallel to ine 2 is   y = (3/4)x + 5   [there are infiniite possibilities]

 

A perpendicular line  will have a negative reciprocal slope  = -4/3

And we can let the line pass through (0, -2)

 

So....a possible equation is

 

y = (-4/3)x - 2
