Nevermind! I got it ._. made a silly mistake! The answer is actually $5$ and not $6$ as EP stated, but that forum is locked so I guess people will get stuck with the wrong answer :(

For your question, 38 have a blue ribbon and a white ribbon. So, no one will be stuck with the wrong answer, but the forum may be stuck with a careless dolt.
