Alright.

Let's start

So we know a rectangle has 2 long sides and 2 squishy short sides(width and length)

So we start with one "set" of width and length, which is

the perimiter divided by 2

24/2 = 12

now the length is 3* the width

so 3 lengths and 1 width in the set, with each "set" having 4 "units"

so 12/4 = 3

3*3 units = 9 for longside, and 3 for short side

3*9 = 27 units of area

2 L + 2W = 24     L = 1/3 W

2 (1/3 W) + 2W = 24

W = 9 cm    Then  L = 3 cm

Area = L * W = 27 cm2
