y  =  kx                where  k  is a constant.

                            Plug in  -30  for  y  and  -5  for  x .

-30  =  k(-5)         Solve for  k .

-30 / -5  =  k

6  =  k

So we know that

y  =  6x           To find  y  when  x = -3 , plug in  -3  for  x .

y  =  6(-3)

y  =  -18
