9^y =(3^5 * 3^(2*6) / (3)^(3*3)
9^y =(3^5 * 3^12) / 3^9
9^y =(3^(5+12)) / 3^9
9^y =3^17 / 3^9
9^y =3^(17 - 9)
9^y =3^8
3^(2y) =3^8
2y = 8 
y = 4

So in other words, try using the exponent rules and simplifying the right side of the equation so the left side of the equation has the same base as the other side.
