I'll start you out....you can finish it, I'm sure....

City 1 :

Month 1 =12

Month 2 = 18

3 = 21  (I think)

4 = 16

5 = 10

Month 6 =  6         Add these numbers and divide by 6 to get the mean

12 + 18 + 21 + 16 + 10 + 6    = 83      83/6 = 13  5/6   inches = mean

Now do this for City 2    and compare......

Ugh, I have to read from the table. Well, whatever, I'll try. For, City 2, we have $$7+17+20+19+7+2=72.$$ And, the mean is just $$\frac{72}{6}=\boxed{12}.$$
