20   did not contain nuts

18  did not contain chocolate chips

12  did not contain chocolate

 8   did not contain raisins


If eight did not contain rasins, then it is also possible that these eight  also did not contain the other  three ingredients


So.....8  is the largest possible number that did not contain all four ingredients
