x = 40 % solution           amount of saline    .4x

200-x = 60% solution     amount of saline    .6 (200-x)        summed they equal the final product  .54 (200)

 

.4x       +     .6(200-x)           =      .54(200)        solve for x    this is the ml of 40%   then 60% = 200-x   ml
