75.6 % OFF means you pay only    100 - 75.6 = 24.4 % of original price

24.4% *  p   = 10.99

.244  p = 10.99

p = 10.99/.244 = $ ...........      this is the price for 17 issues         now divide this number by 17 to find the 'each magazine ' price.
