it would be 33 degrees since the angle of the arc BC would be twice the angle made by a line between the two points and a tangent line. This is called a tangent chord angle.

A chord - BC, in this case - intersecting a tangent forms an angle with the tangent that is (1/2)  of the measure of the arc spanned by that chord....so....
