            ______

              x +  1

 

We have  vertical  asymptote at  x = -1      and a horizontal asymptote at  y =  3

 

So......when x  < -1      y  is  >  3

And when  x  > -1       y is < 3

 

So....the range  is   ( -infinity , 3)  U (3 , inf)
