If the temperature of a kettle of water is at 98°C, how is it possible that steam can be seen?

Some of the water molecules have enough energy to vaporize  even though the AVERAGE temperature is 98 c  (which is VERY close to boiling)  ...also if the pressure is lower than standard, the boiling point will be lower.....
