I assumed, based off of the wording, that this was based on displacement. The question is, "How many miles from the starting point was the traveler after completing these 4 legs of the journey"
I'm assuming this is absolute distance, not distance traveled on foot.
19 - 3 = 16
16 - 4 = 12
\(\sqrt{16^{2} + 12^{2}} = \sqrt{256 + 144} = \sqrt{400} =20\)
