how to clear y in f(x)= 2x/3x-1?

I am not quite sure what you mean by "clear y."

 

I do note that 2x/3x = 2/3 (I think) because the x's cancel each other out.

So then we have: f(x)= 2/3-1

Which come out to: f(x)= -1/3.
