499 is very close to 500  (499 = 500 - 1) so you have 9*(500 - 1)

 

Now use the distributive property to express this as 9*500 - 9*1

This is easy enough to do in your head 4500 - 9 = 4491

 

Alternatively, you could write 9*499 = (10 - 1)*(500 - 1)

Now use the distributive property in expanding this as

10*500 - 10 - 500 +1 = 5000 - 510 + 1 = 4490 + 1 = 4491
