There are 400 cars in total, because 100+300=400

 

In every 400 cars, 100 are blue, so 100/400 is the ratio.

 

Simplify by dividing both the numerator and denominator by 100.

 

100/400=1/4

 

So out of every 4 cars, 1 are blue. The ratio of blue to white is 1:3 I believe.
