2x-4y+9=0    is the same as    y= 1/2 x +9/4      slope is 1/2   perindicular slope is  - (1/ (1/2) ) = -2

so our line to construct will look like   y = -2x + b

now  6x-10y +24= 0   has x-intercept when y=0      at that point x= -4     so our line under construction must pass through this point   -4,0

Substitute this point into our line under construction:

0=-2(-4) + b    results in b=-8

so our line is    y =  -2x -8              or      -2x -8 -y = 0         Perpindicular to the first line and passing thru (-4,0)
