Kyle found that 31/97= 0.3196. Without doing any computation, explain how we know that Kyle is wrong?

This was asked the other day.... from cphil:  with a prime number in the denominator you will always have a  nonterminating decimal

31/97 = 31/97 = 0.3195876288659794.......

Kyle is definitely wrong, 31/97 cannot be a perfect number, so Kyle must have rounded the number.
