A new customer comes into Bonnies shop and says he wants a frames that is 25 tiles on each side. He used the expression 4(k - 1) to calcu;ate that he needed 99 tiles. Bonnie explains that he actually only needs only 96 tiles. What mistake did customer make?

I think the expression used by the customer must have been  something other than 4(k - 1), because this expression  would produce an even number of tiles.

Bonnie is correct.

There will 25 on top and bottom  and on 23 on each side, since the ones on the sides are "sandwiched" in between the top row and bottom row.

So  25(2) + 23(2)  = 50 + 46  = 96
