I don't know what you mean by "standard form". It is already in standard form.
If you want it as a regular number, it would be 1,080,000,000
In some countires standard form is just normal notation. (USA I think)
In other counties (for example England and Australia) It is alternate terminology meaning scientific notation.
It is terminology that in my opinion should be avoided because it is confusing.
