If 140^-8 = 1/140^8, does 23^7 = 1/23^-7? Also, does 12^-3 x 12^2 = 1/12^3 x [(12^2)/1] then simplified to 12^2 / 12^3 or 12^-1?

23^7 = 1/23^-7       Yes...when you move exponents up or down in a fraction the sign changes.

 

12^(-3)  =   1 /(12^3)        12^(-3) * 12^2 = 12^(-3+2) = 12^-1 = 1/12      or(12^(-1) )
