I will assume you mean the elevation in relation to sea level....

I do not know why they gave you City A stats....sometimes Q's give information to mislead ya or to make sure you know what you are doing....

Part A D_{level }= 1/4 C_{level}

_{ }= 1/4 (-24) = -6 ft which is the same as saying = 6 ft BELOW sea level (this is Part B)
