Please clarify your question     the area of WHAT = 60?

 

 

 

2)   circumference = pi * d 

          larger circle diameter = d         circumference =  pi * d

           smaller circle diameter = 1/2 d   circumference = pi * 1/2 d

 

ratio  s/m   =   pi * 1/2d / pi * d     =   1/2 / 1    = .5 / 1 =   1/2
