If she can take the same path again then the shortest path should be to go from

Exeter to Cullompton,

13

Cullompton to Tiverton,

13+8

Tiverton to Crediton,

13+8+11

 Crediton to Exeter,

13+8+11+8

Exeter to Exmouth,

13+8+11+8+10

and back to Exeter.

13+8+11+8+10+10=60 miles
