The center of the circle is at (2, -4) and the radius of the circle is 4. We can write the equation like this and simplify.

 

\((x-2)^2 + (y+4)^2 = 16\)

 

\((x^2 - 4x + 4) + (y^2 + 8y + 16) = 16\)

 

\(x^2 - 4x + y^2 + 8y + 4 = 0\)

its actually (x-2)^2+(y+3)^2=16 ... the center of the circle is at (2,-3)
