Question NOT clear; you say 'you can't use decimal'. Does it mean that you want avoid decimal or not allowed to express the result in decimal? If you REQUIRE specific or exact value then you CAN'T AVOID decimal. But if want to simplify or evaluate an expression, then you can avoid. In this situation:

Sqrt14=sqrt2*sqrt7. Satisfied?

Actually, you can't simplify sqrt14 because 14 isn't divisible by 2^2=4. You should know, however, that sqrt14 is very close to 4, since it is between sqrt9 (which is 3) and sqrt16 (which is 4), but is closer to sqrt16.
