Since there are TEN numbers in between and including 0 and 9, do 10^9. 

 

10^9 = 1000000000, so there are 1 billion different numbers.

Asuuming that 0 can be used  [ even the number, 000000000]. we have 10 number choices for each position....so.......

 

(10) (10) (10)......(10)(10),  nine times =  one billion possibilties  !!!
