One way to do this is to assume that there were exactly 100 students. Since 70% of the students passed the first test, 70 students passed the first test.  Since only 32% of the students passed both tests, only 32 students passed both tests. This means that 32 of the original 70 passing students also passed the second test. 32/70  =  .46 (approximately)  =  46%.
