The number of crimes that occurred in a certain city per 1000 people had decreased from 46.646.6 in 1920 to 45.245.2 in 19901990. Find the average rate of change in the number of crimes per 1000 people that occurred from 1920 to 19901990. I am wondering how i would find the rate of change for this problem.

1 - [45.2452 / 46.6466] X 100=3% decrease in crimes over 70 years

1.03^(1/70)=1.00042235 - 1 =.00042235 X 100 =.042235% Average rate of change per year.

I might add that it is a NEGATIVE percentage change/year....
