Let's compute the perimeter  =  2 (L + W)

 

And we have   2 (9/64 + 1/32)   =      ......  [1/32 = 2/64] ........

 

2 (9/64 + 2/64)  =

 

2 ( 11/64)  = 

 

22/64    [do not reduce !!!]

 

Length / Perimeter  =    [9/64] / [ 22/64]  =  [9/64] * [64/ 22]  = [64/64] * [9 / 22]   =  1 * 9/22 = 9 / 22

 

Width / Perimeter  =    [2/64] / [ 22/64]  =  [2/64] * [64/ 22]  = [64/64] * [2 / 22]   = 1 *  1 / 11  = 1 / 11
