Why is the answer B and not C? He was traveling at .5 mpm and for 4 seconds. 

So it should be .5 x 4 = 2?

It might be graphed on the y axis but it is not the y axis.

It is the units I am interested in.

mpm, miles per minute, is unusual units.  The time is given in seconds, which is 1/60 of a time unit.

I cannot see the question but I expect that is where the confusion lies.

rate  x  time  = distance

 

Yo have the right idea   BUT   from t= 1    to  t = 4    is THREE minutes  .....not  four.

 

.5 m/m    *   3   min   = 1.5 miles
