A bouquet of tulips costs $6.49 and a bouquet of costs assorted flowers costs $8.53. You have $15. Is front-end estimation a reliable method to determine if you can buy both book bouquet? Justify your answer.

8.53 is $9
6+9 is 15 which makes it seem like you MIGHT have enough money. BUT the fact is you do not have enough money.
this is because on the $9 you have overestimated by 47c and on the $6 you have underestimated by 49c . On balance this is an underestimate of 49-47=2c (I mean the exact answer would be $15.02
The addition is too close. The ESTIMATED cost would have to be Less than the amount of money that you have.

As an aside I would push everything up rather than rounding if I wanted a quick idea if I had enough money. ie $7+$9 = $16 umm maybe not enough money.
