1/4 of a mile in 25 seconds is 1 mile in 100 seconds.  There are 3600 seconds in one hour so there are 36 lots of 100 seconds in one hour.  This means the guy can run 36 mph (must be the six-million dollar man!).

You are going to have to restate the question what the h**l is over four of a mile. If you mean over a fourth of a mile then thats different but really.. what the h**l dude.
