Determine f(6)

Just substitute 6 for x in the equations

f (x) = - 2/3 x - 1

f (6) = - 2/3 *6 - 1 = -4-1 =-5    So one point on the graph is (6,-5)

Now find f(-9)

Determine x if f(x) = –7

this time it is the other way around

You have to solve

-7=-2/3x-1

That is a good start for you.
