Well first we can sort the race times from fastest to slowest to see easier

 

12.7, 12.9, 12.9, 13.2, 13.5, 13.7, 13.9, 14.0, 14.5, 14.7, 16.3.

 

Kathy took 13.1 seconds to finish the race

 

7/11 of the racers finished the 100-yard dash faster than 14 seconds?

 

3.6 in between the first place and the last place

 

A total of 51.7 seconds of the combined time of the first, second, third, and fourth.
