First, lets change both decimals into fractions.

0.0202 repeating is 02/99 since x = 0.0202... and 100x = 2.0202... so 99x = 2 and x = 2/99.

0.02 is 2/100 obviously, so now subtract the two!

2/100-2/99 = -1/4950
