Here is a graph of a standard bell curve:  (ya just have to memorize the divisions)

6.5 m would be at the peak

Each line represents an oarfish 1.5 m shorter

The 16% total line is over to the left.....One line from the mean   6.5 - 1 line = 6.5-1.5 = 5 m

....so 16% are shorter than 5m
