Volume(n) = Volume(0) + Volume(0) (2/25)(tf - t0)  =

                  22 + 22(2/25)(tf-t0) = 22 (1 +2/25(tf-t0))

IF the volume of gas increases by a FACTOR of 2/25     Volume(n) = new volume  V(0)= original volume= 22    tf=final temp in degrees C  t0 = original temp in C

If the volume only increases by 2/25 liter for each degree (NOT a FACTOR)

Volume(n) = 22 + (2/25)(tf-t0)

So what's the equation?

Volume(n) = 22 + (2/25)(tf-t0)           If 2/25 is a liter measurement

Volume(n) =  22 (1 +2/25(tf-t0))        If 2/25 is a FACTOR   in the question      ....  the question is unclear  (I suspect the second equation is the correct one)
