The line with equation -a+3b=0 conincides with the terminal side of an angle 0 (with a line through it) in standard position and sin 0 (line through it) < 0

 

What would the value of cos 0 (with a line through it)?

So the question is:

in standard position and sin Ø   < 0

 

What would the value of cos Ø  ?  If sin is negative then cos is positive.  (4th quadrant)

 

It still makes no sense to me.

Yes, that is the question. Also where did you find that special 0 with a line throguh it I was refereing to. I checked special characters and I could not find it. In any case yes that is the question.
