y = -23x  +  5

The slope of a perpendicular line to this is  (1/23)

So....the equation of this line passing through (8,1) is

y =  (1/23) (x - 8)  + 1

y = (1/23)x - 8/23 + 1

y = (1/23)x - 8/23 + 23/23

y = (1/23)x + 15/23
