Water is 2 hydrogen and one oxygen combined by covalent bonds. 2/3+2/4 = 8/12+6/12=14/12=1 1/6

2*4/3*4=8/12=4/6

2*3/4*3=6/12=3/6

4+3/6=7/6=1 1/6=1.166...

btw, why did you make the title "what is water" but the discripion "what is to thirds plus two forths"?
