First remember the basic equation of a circle (x-h)^2+(y-k)^2=r^2   where (h,k) is the center of the circle and r is the radius.  For this question it appears the center is at (3,-2) and the radius looks to be three so that would give us a standard form equation of (x-3)^2 +(y+2)^2=9.
