Just by looking at the info here I can assume that black and white prints faster but let's have some solid proof for that.
So the table you are given represents the number of minutes (x) it takes to print out color pages (y):

The equation y = 33x represents how many minutes (x) it takes to print an amount of pages (y), it's best to make an (x,y) table out of this so you can compare it to the other table in order to see which produces pages at a faster rate (Use the same x values as to get an accurate difference of rate):

As you can probably tell printing pages in balck and white is faster than printing color. Using the data here I think you're good on forumlating a reason.
