Technically speaking, I belive that is the correct interpretation of the question.

I think that you have spelt something wrong. The translation does not make sense.
18% is the same as 18/100 which is also the same as 0.18
so
18/100*49 ≈ 3.67*10-3 ≈ 0.00367
or
0.18*49 equals exactly the same.
If you did mean Find log39
Then you say it "Find log of 9 base 3"
It might be easier to understand if you change 5< a to a>5
when you swap sides you have to turn the inequality sign around.
