$$1650\times 1.33\\\\
=1650\times\frac{133}{100}\\\\
=165\times\frac{133}{10}\\\\
=33\times\frac{133}{2}\\\\
=\frac{4389}{2}\\\\
=\mbox{ RHS}$$

it is telling you to divide 4389 by two o get your final answer.

Here's another way to look at it.......just subtract one side from the other.......if you get "0," both things must be equal !!!
