no because only 1 can be one no decimal can be 1

No this is not technically equal to 1, but for rounding purposes, yes, just round it to 1.

if it is rounded up to the nearest ones place it will be equal to 1 and so the answer is it will be one if rounded up

Let x = 0.99999....  where there are an infinite number of 9s

 

10x = 9.99999.....

 

Subtract x from 10 x:

 

10x - x = 9.99999..... - 0.999999.....

 

9x = 9

 

Divide both sides by 9

 

x = 1

 

so  0.99999..... = 1
