You can think of negative numbers as cold numbers.

So this becomes 10 take away cold

If you take away cold out of a room then the room must get warmer!  Therefore - - = +

so

10 - - 3 = 10+3=13

Another way to deal with it.  If 2 plus or minus signs are so close together that you can put a circle around them without anything else getting in the way then.

If the signs are the same you replace them with a +

If the signs are different you replace them with a  -
