\(11:9:+3\\ =11: 9:3\\ = 11: (9\times 3)\\ = 11:27\\ =\dfrac{11}{27}\)

Plus 3 is same as 3 when the plus isn't an operation. We do pronouce positive 3 for '+3' though.
