What an unusual question.  I like it

$$\\17^b=4\\\\
17^b=2^2\\\\
(17^b)^{1/2}=(2^2)^{1/2}\\\\
(17^{b/2})=2\\\\
(17^{b/2})^{1/b}=2^{1/b}\\\\
17^{1/2}=2^{1/b}\\\\
2^{1/b}=\sqrt{17}$$
